Highly recommend Sixt in Brasov for car rental.These guys were great. We did a 9 day road trip all around Romania in winter (a very mild one) and we extended twice and they made it all super easy. Raul in the office is great and speaks perfect English. The car was awesome.

I rented a new car at only $20 USD per day. Excellent place to rent but keep a few things in mind.
1. Foreigners should have an IDP.
2. There is a small office which is not open continuously throughout the day. You might have to wait while picking up or returning a car.
3. If nobody is at the office, you must find a place to park on the street and pay a small cost about $1 for parking. Parking can be very difficult in the area because of the location next to the old town.
4. If you rent from this location, you can not return to the airport. So if you are flying out of Brasov, it is better to rent from the airport location.
